I have no way of helping Dr. Shalin directly.  However, you might tell
him that his problem will not be getting his degree formally recognized
unless he wants to teach high school.  But rather, persuading a potential
employer of his qualifications.  I believe that he may not know this
because I think the formal credentials are more important in the Soviet
Union.
